Update 2543 seems to just have a fixed open position depending on difference between current temperature and target temperature. It doesn’t overshoot or oscillate as much, but it never seems to reach the target temperature.
I have a room where I have set target temperature set to 24, and current temperature has been about 20.5 for hours. Zigbee2mqtt reports a constant open position in the 37-40% range.
