Troubleshooting AP7723 ATS LED Cycling Issue

I recently came across an interesting challenge with my AP7723 automatic transfer switch. After acquiring it in an unknown condition, I decided to give it a shot at restoring it to service. Upon powering it up, I noticed an unusual behavior where the front panel LEDs cycle from left to right, illuminating Input A/B, arrows, preference A, and preference B in sequence. The ‘output’ LED remains unlit, and the cycling speed is somewhat unpredictable. While the NIC connects and I can ping it using a static IP, there are no open TCP ports, and a port scan with nmap shows all common ports closed. I even made a serial cable to test the front-panel RJ12 port, but couldn’t get any response except for some nonprintable characters after pressing the reset button. I tried various baud rates, but nothing worked. I read some helpful messages about accessing the bootloader in a SmartUPS management card, but the suggested settings didn’t help. Is there a chance the bootloader uses different serial settings? Any other suggestions or documentation that might shed light on this issue would be greatly appreciated!
