Aqara RF Controller

The Aqara M2 and M3 supporting the control of IR devices but what is with a Aqara RF Controller? A general question: Is such a controller possible with Zigbee? So far, I’ve only seen such RF controller with Wi-Fi. Great would be a Aqara IR/RF combo controller with Zigbee.
