I have a gas fireplace with a IR remote. Is it possible that instead of using a relay, that one of the hubs that is also an IR blaster can control it instead?

Yes, if the hub and the receiver are on a line of sight. You can manually program the buttons by adding a custom remote and making the hub learn from your real remote. Then the IR remote will be on your “accessory” list in the Aqara app and you can use it in automations. But the hub will not know if the receiver is on or off, it will just blindly blast IR commands
