Yes, if your hub still has power, then it can send you a notification if a device goes offline.
In your hub settings you may toggle “Device Offline Notification”
If you fear your hub may also lose power, you may consider using a UPS power supply, it will probably last for hours in case of a hub + an internet router (you still need the internet connection to send a notification)

Hello, welcome to the forum. Unfortunately, it is impossible to receive such a notification promptly. I use an alternative method of using a leak sensor to control the presence of industrial voltage. This works with 100% reliability, in my smart home to switch to alternative lighting. Here I described how my know-how was implemented.
