I was able to add two H2 switches in default Thread mode to Apple home, but the third one will not appear. Is there a limit to the number that can be added to a single controller? Homepod mini is my Thread controller.

@robert24 You seem to be experiencing an issue where the third H2 switch in Thread mode won’t appear when adding to Apple Home with HomePod mini as the controller. You can contact customer support for assistance.

No, there isn’t a limit, or at least it’s high enough that you should be able to add all 3 
Check if this device was not accidentally hidden (sometimes Apple Home works strangely) by tapping the room name and checking if it’s there (in a single room view). Or if it was added to a different room by accident.
If it doesn’t work work, check if you see 3 switches in Settings > General > Matter Devices and try removing/adding them again.
