Both the Google Home app and the “Add via Matter Controller” option in the Aqara app will likely go through Google Play Services with system privileges. The question is whether it will work in the Aqara app without exceeding the time limit, and what is preventing it from doing so.
For me its not app permissions as this is switched off in android i.e. Manage app is unused is switched off.

Based on what you described, this issue is very likely related to mDNS (local network discovery) . After the network credentials are sent to the Matter device, the phone needs to re-discover the device on the local network. If mDNS traffic is blocked or restricted, the process may remain stuck at this step.
On Pixel devices with Android 16, certain network protection features may interfere with this. Please try the following:

Go to Settings → Network & Internet
Turn Data Saver off (if it is enabled) -
Go to Settings → Network & Internet → Private DNS
Set it to Off ( not a custom DNS)
3.Go to Settings → Network & Internet → Adaptive Connectivity
And it’s better to turn Adaptive Connectivity off as well, if necessary

After changing these settings, please restart the Aqara Home app, or if needed, reboot your phone , then try the Matter pairing again.
It’s funny that it only effects the new IKEA thread devices.
It doesn’t change anything. I tried it now. My settings were like that anyway.
Edit: I can add all IKEA gear without any problem to the Tuya android app with their cheap Matter over thread hub.
Ok the plot thickens, I can no longer add a Aqara T2 GU10 bulb through matter / thread, same issue it times out.
My primary M3 hub does currently have a beta firmware on it for test a specific Aqara device I’m now wondering if this is the cause of my thread issues?

Common things for IKEA buttons and IKEA bulbs, that they are still dual protocol, ziggbe and thread on board, could be it a reason for issues with aqara app?
I’ve rebooted all my thread hubs and managed to conned a T2 in thread mode. going to now try Ikea device.
