That raises a notification-design question beyond changing the cooldown. Would you prefer one delivery alert plus an optional reminder until collection, with the app showing which type each notification is? A second delivery during the reminder window should still be distinguishable from the parcel already waiting.
I have not reproduced this behavior. For anyone who has, does the event history show separate detections each time, or repeated notifications for one event? That distinction would help describe what needs to change.
