Does this only work when connected to Aqara sensors?

I have an Aeotec Hub (Smartthings) and I was able to connect it with no issues. From what I read, however, is that you may need an Aqara Hub tonuse Aqara water sensors to operate it, TBC.

I’m waiting for Aqara to release a water level sensor - I want to be notified when water in a tank gets to a specific level. Hmm, I wonder if a water leak sensor can be fully submerged - I may be able to use that if so.

You should be able to. A leak sensor is usually designed to be submerged in case of a big leak. You could use two, one for an shut off and one for an alert if it doesn’t shut off.
