I have 4 homepod mini setup in my home, just wonder can I specify which homepod mini to be the thread border router? or devices will initelligently choose the best ones like Mesh?

Hi , In the HK settings, you can choose which homepod will be the priority center of the Apple smart home, but you can also assign automatic selection, by default it is selected automatically.
