Z-Wave Inclusion Mode Failing Immediately

I recently installed four new light switches in my home and have been unable to add them to my Z-Wave network for the past day or two. Despite multiple full reboots and waiting overnight for heals, the inclusion process consistently fails. When I click the inclusion button in Habmin, the binding seems to check every device on the network against the device database entries alphabetically, which takes a couple of seconds before immediately reporting a failure.

I noticed that while the settings for my controller are set to “Network Wide Inclusion” in Habmin, the debug logs show that the controller is actually set to high power but not network-wide. This discrepancy might be contributing to the issue. The debug logs also indicate that the inclusion process ends almost immediately after starting, with the transaction timer stopping within milliseconds.

All other Z-Wave network functions, such as turning lights on and off, operating the secure door lock, and receiving temperature updates, work perfectly fine. I’m using an Aeon Z-Stick S2 and the development branch of the Z-Wave Binding (version 2.1.0.201709182108) to ensure I have the latest security updates and database entries. This setup was necessary to include a GE switch type I recently added through Chris’s website.

I’ve tried unplugging the Z-Stick and moving it around, but I’ve never successfully added devices that way. I’m not sure how much of the debug log to include here, but I can provide more details if needed. Any assistance would be greatly appreciated, as this issue is preventing me from completing my home automation setup.
